Only thing I've seen that looks like that are those fruit paste packets; basically halfway between juice and those flattened fruit "candy" rolls (the real ones that is).

There's a wide range of various drinks that come in the packs, usually in (partial) gel form. Sport drinks and energy drinks are pretty common. Given that it's his breakfast, it'll be one of the vitamin-style ones.

Well lets see...Hiei acts like an alarm clock, not sure about Mutsu but Nagato definitely is acting like a wife or at least a live in girlfriend with telling him to eat properly.

Nagato seems to be the one Hiei mentioned earlier, being the other one who knows the admiral's preference.

I think she understands the rumors, and so tries to avoid using his room when the destroyer kiddies are around to prevent misunderstandings, even if they might be true.
