When authors poke fun at her consumption, it seems most common to make her a quiet glutton. Contrasted with Akagi, whose main character trait in fanworks is gluttony, Kaga is more commonly the one of the two to be the "Stoic Pride of the First Carrier Division" type, with slapstick and/or shipping with Zuikaku being common as well.
Above all though, I think such a pool would be made redundant by the "Akagi the Gluttonous Fiend" pool. Most instances of Kaga being comically gluttonous can already be found within that pool.
Even if it's canon, it's not acknowledged by the fandom enough to be suitable for a pool.
And the reason for that is because in game, Akagi is an early-game quest reward who you'll get well before you actually have the economy built up to actually support a large carrier of any sort. By the time you get Kaga or any other carrier, Akagi has already primed you so that you're used to it, but it's Akagi who catches people blindsided, thus it's Akagi who's remembered for it even if she's actually decidedly average in terms of carrier appetite.

Just making sure but you do know that Akagi's gluttony originates from an in game bug that made Akagi consume 3x more bauxite than she was supposed to right? But looking at Akagi without that in game bug that caused the Akagi glutton meme, I guess Kaga does consume more fuel and ammo (usually more bauxite too because of her larger plane slots)

Now that you mention it that bug sounds familiar, but I haven't seen it brought up much, I've always heard it explained as "You get Akagi early and she gains a reputation by catching you off guard". Kaga may consume more if you actually compare the numbers, but by the time you get Kaga you've come to expect it.
(mind you, this is coming from someone who doesn't play the game, or really interact with it at all outside of this one site and the occasional WoWS meme)

You can say that "Kancolle anime is not canon to the games", but just saying "it's not canon" alone is wrong. Anything official that has a story is canon, it's just that one's canon may be different from others from the same IP.
Makes me wonder why Kaga's seeming gluttony isn't canon
The reason the joke is on Akagi and not Kaga, despite having similar consumption rates, is because of the origin of the joke: in the very early days of Kancolle, Carriers were bugged, and ate Bauxite to refill ALL their plane slots after EVERY sortie, rather than just planes shot down (as it was intended to be).
Due to Akagi being an early quest reward, she was far and away the easiest standard carrier for a new player to get, and so caused many of those players to wonder where all their bauxite had vanished to. Kaga would actually have been even worse, but Kaga was only available at the time as a fairly rare drop, so didn't acquire the same reputation among the players before the bug was fixed.
