Her rigging indicate she's a Fubuki-class but that's not enough to tell who's she cosplaying as.

yes. the rigging is a Fubuki-class and her way of posing is similar to Fubuki's. But the clothes aren't.

The clothes look like a frillier version of Etorofu or Matsuwa.

Well the batch this is part of was uploaded to Pixiv over 3 years ago so in that case it's a coincidence.
