Ironically my Yamagumo were level 80 while Asagumo was still around 50 :( That girl was a latecomer.
I know right? It's kind of hard to find Asagumo even when Yamagumo was close to 50. I kind of dropped leveling Yamagumo up until Asagumo came. Still only got them to 20-ish and 55-ish before I know what the even was going to be about though.

Annoyingly I forgot to put Asagumo at least to Expedition duty since at least she gets passive exp and once in a while I tend to have them pvp for free sparkles.
It is just that I didn't expect that the devs decided to roll the 1944 round.
What about it? I follow the levels don't matter philosophy for the most part. When the event started they were just level 62 and I had no problems.
Too low and you can't do a thing in game. That's a fact. And seems like 60s is already enough. But as sometimes (most of it, actually), my girls in higher level still do badly (that's 80+ there) so I tend to think 75-80 is the lowest level needed.

Other than remodel levels (and even then not always; I've cleared events with ships not at their highest remodel level before), hole punches and opening anti-sub, levels really don't matter. I find that most people attribute a low level ship dodging and hitting everything and generally being clutch to "being lucky" and a high level ship getting lolcrit to red at the first node to "RNG trolling you", while whenever things go the other way, it's always entirely attributed to levels. Due to the harsh diminishing returns of evasion, a high level ship doesn't even evade anywhere as much more than a low level ship as most people put it. Especially if both ships are sparkled, as is standard for many event maps.

evasion and hit accuracy increases by level.
Some lucky admirals do still clear maps by just "sheer luck" alone. such as me clearing E-5H with a level 35 Shimakaze and by the end of the event, she is level 50
