Graf has the worst luck of all ships assembled here. The only other ship who has relatively bad luck would be Bismarck as neither of them really accomplished much in their careers (ingame it's actually average luck as Bismarck did get to sink Hood, but got a torp in the rudder for her troubles). Everyone else, Gangut, Italia, Sara, Prinz, Warspite, and Iowa all have relatively good luck ingame. In part to better historical records in general.
It sounds like it's getting cold outside but someone has to go out and do something so they're drawing straws to decide, and Graf drew the "short straw" so to speak.

Well most of them did survive the war, so it is sort of natural they be considered lucky in some regards.

Technically everyone but Bismarck survived the war so it's not just surviving the war that made them lucky. Graf survived but was never finished and never actually had an air squadron.
Gangut is showing some cold weather resistant here. I had hopes she won't succumb to kotatsu, but even if that were possible she will to a supposedly capitalist luxury Verniy won't agree. Actually it would be fun to see the role reversed so Gangut gets disappointed for Verniy succumbing to it instead.
