    Germany was probably ground zero for religious tensions. This was where Martin Luther started Protestantism, and where that then led to the Thirty Years War as Catholics and Protestants tried to genocide their way to total control over the land. Along the way, burning those who were supporters of the enemy faction at the stake as 'witches' or 'werewolves' was a great way to eliminate rivals. There's a reason why "witch-hunt" is used as a term for "using a flimsy cover for enacting an obsessive personal or political vendetta".

    Also, "burning at the stake" basically always refers to Continental Europe - Britain declared witchcraft a crime against the state, so they were hung, like murderers, and that carried over to the United States during its own witch crazes. (The American version -most notably in Salem- only started up, incidentally, after the backlash against it in Europe had already discredited the notion of witch trials in Europe.)
