Translators aren't exactly an organized union. Outside of the most popular stuff where there may be a half dozen translators that are aware of something and might do individual pages, there's a lot of stuff that's just the pet project of a single translator. I've certainly never seen this series before.
Anyway, this was uploaded and translated by Stan Miller, who frequently is responsible for (auto-approved) uploading and translating stuff that strikes his fancy without needing anyone else's input. He apparently just forgot about it, though. (He does a lot of series, so if he forgot about this one after a few months of gap in the story, it's probably understandable.)
