From the sounds of it, this could be China's own version of the "gorilla warfare" copypasta.
This one is called Ye Liangchen
Ye Liangchen was a rather old meme back in 2015. It somewhat stands for a male version Mary Sue who makes mundane things awesome.
Back in 2015, a fight broke out between two girls, Zhang and Li, in a school dormitory over cleaning duty. Later that day, a person came to Zhang via social software on behalf of Li, asking her to back down.
This person called himself Ye Liangchen, and he talked like he was some kind of powerful and elegant mafia don. He claimed to have power that could "raise a storm of blood" in Beijing, and knew over 100 ways to force Zhang leave the school for good, while she could do nothing but accept her fate. He also claimed that his family had been working in intelligence department for three generations, and his grandfather was one of the top scientists who developed China's first nuclear bomb. Despite all these, he still appeared to be seeking a peaceful resolution, claiming that he cared nothing about destroying Zhang because he was busy with Daoist Immortal forging, and promising a "handsome reward" if Zhang agreed to back down.
Zhang backed down but was nevertheless amused by the strange behavior of this so-called Ye Liangchen, and uploaded all screenshots of their conversation online. Many people were amused by Ye as well, and a meme is thus born.
