    Wikipedia: “Tissue-pack marketing (ティッシュ配り, Tisshukubari) is a type of guerrilla marketing that attaches advertisements to portable facial tissue packages to move advertising copy directly into consumers' hands. Its origins date back to the late 1960s in Japan as a replacement for free promotional matchboxes, which were falling out of favor.”

    Panel 3: 特筆ネギパラさん Tokuhitsu negipara-san “Special Mention Negipara-san” – his canonical name is actually “Negibara,” but there appears to be a Handakuten (open circle) on the ハ (making it “pa”), rather than a Dakuten (looks like a quotation mark, makes it “ba”) – ギ (gi) and パ (pa) are right next to each other in the name; they can be compared against one another to determine the artist’s manner of writing the marks; one definitely looks like Dakuten, and the other is definitely Handakuten (the open circle) (of course I'm not 100% certain about any of this, but it is at least worth noting that if you zoom in very close to the text, there is a noticeable difference between the marks that are put on the キ and ハ)
