It's just a meme. I'm not sure if it started as a Kancolle meme or originated elsewhere, but it's called the zui zui dance, and, well, Zuikaku.

Tracing back as far as the first posts here on Danbooru. What is assumed to the first confirmed Zui Zui dance is a Twitter post, though the image is no longer online.

The pixivpedia page sets it out pretty clearly.

At some point, there was this (ง　　)ว kaomoji made

This turned into ₍₍ (ง ˘ω˘ )ว ⁾⁾ with the addition of the face from a sleepyface kaomoji (˘ω˘)(ｽﾔｧ・ｸｿﾈﾐ).

In December 2013, ｽﾞｲ₍₍ (ง ˘ω˘ )ว ⁾⁾ｽﾞｲ first appeared in a tweet; which then got attached in this tweet as 'magic spell to make Mikuma come out'

It then became 呪いの瑞鶴ダンス ｽﾞｲ₍₍ (ง ˘ω˘ )ว ⁾⁾ｽﾞｲ "The magic Zuikaku Dance" here

In the beginning of 2014 this tweet changed it to include Zuikaku and Zuihou, viz. ｽﾞｲ ｶ ｸ₍₍ (ง ˘ω˘ )ว ⁾⁾ｽﾞｲ ﾎ ｳ

Then in March, this tweet, followed by this one 3 months later cemented the dancing Zuikaku meme.

So while the ｽﾞｲ₍₍ (ง ˘ω˘ )ว ⁾⁾ｽﾞｲ kaomoji didn't originate from Kancolle, the dance part definitely did.
