It's adapt or die. The Eevee can only survive in two ways: 1: evolve into Jolteon and shock the Rotom(Wash) from inside, or 2: evolve into Vaporeon and be chill underwater.

Maybe Eevee can save itself by using some move without evolving? Wash Rotom is Electric/Water. Maybe Eevee can use some offensive Normal move to break it, like Take Down, Double-Edge or Last Resort, assuming Eevee has a high enough level to know it.
Technically, Eevee could still evolve to any of its 8 forms even in this situation, if we assume some highly unlikely circumstances one way or another. Evolving to Espeon, Umbreon or Sylveon seems easy enough -- Eevee obviously isn't happy with the current situation, but naturally it could have enough happiness raised from previous events.
Alright, let's assume for a second that some evolutionary stone could be available for Eevee, against all odds. Although it seems there's really no reason for any evo stone to be there. Vaporeon and Jolteon would be nice for the reason you stated. (I was not sure about Jolteon at first, but Wash Rotom is damaged normally by Electric moves, so OK.) It goes without saying that evolving to Flareon is suicide.
If some highly unlikely things like this could be available, then let's assume that Rotom and Eevee happen to be near a Moss Rock somewhere right now, making Leafeon is a possibility. This would be the ideal scenario, because Wash Rotom is doubly weak to Grass moves, and Leafeon is resistant to Water and Electric moves.
