    As Ikazuchi says, though, there is. The game is rigged so that one of the crane's claws loses power and will drop the item every time except one in every X number of attempts. The number of guaranteed fails before a legitimate chance to succeed is determined by a dial in the machine the owner can set. No matter how skilled you are, you have to wait for one of these chances to have even the possibility of succeeding, even with a machine as notoriously difficult to work with as a crane game in the first place.

    Because of this, people who do these things seriously will actually hide and watch the machine, waiting for other people to use it, and counting out the number of uses it takes to get to one of the possible hits, and will swoop in when people vacate the machine when it's close to an actual chance at success.

    Akatsuki was just lucky enough that the machine was primed and nobody else had taken the chance.
