Look at it this way. Godzilla could always rely on brute strength and plasma breath to get the job done, but if you restrict the latter and are strong enough to contend with the former then Godzilla is just a lumbering oaf, not a brawler.

At least some versions.
Final Wars Godzilla was basically a martial artist on top of his strength and energy, while the Showa version was a wrestler and brawler on top of being very strong and quick even for his size.
Heisei era was a lumbering brute most of the time, but when push came to shove, he could brawl, though his sheer bulk limited his range of motion.
Shin Godzilla, the version used here? The bulkiest version so far and never had a fight with anything strong enough to require actual skill more than accuracy and range. Anything that got near him got roasted by his omnidirectional blasts and brute strength.

Kuro-Chan has a lot of work to do.
Of course, basically everything about Godzilla is bullshit fizziks or magic, but with even the slightest tolerances for reality, the square-cube law would hit Shin Godzilla really, really hard.
Strength only increases by thickness of muscle mass, but so does the amount of bone it takes to support a body. An elephant's legs are basically all bone with some skin wrapper, and you just have to make the legs thicker if you want to make anything larger. (Look at a T-Rex's ridiculously thick, stumpy legs.)
Likewise, the raw momentum of an animal increases with mass, requiring geometrically more bone and muscle to perform movements that require rapid changes in velocity like a punch as the mass of a creature increases. (A human can stop their movement much more easily than a charging elephant, and a 18-wheeler takes far longer to get up to speed and has far more difficulty stopping than a lighter car. 18-wheelers even have such a problem stopping that when going downhill, they can burn out their brakes and fry their tires, causing runaway vehicles. Don't even start on the sheer momentum of an oil tanker, where even relatively small changes in course need to be planned hours in advance.)
In Shin Godzilla's case, something like a kick or swift sidestep would be insane and probably self-destructive. (Even if you're really tough, tripping when you're dozens of meters tall and weigh hundreds or even thousands of tons means you're going to have an impact like a meteor struck your head when you crash face-first into the ground.) Simply standing there and taking it is just the safest thing to do.
Naturally, that gets thrown out the window when anthropomorphized, but still, it makes sense that Shin Goji-chan's instincts are not to try to move fast, for fear of momentum getting away from her.

It's a good thing Legendary Goji didn't have much problems there!
For something so big it was even stealthy
*Donk!*If you just take it on the chin like that, then you'll be down for the count in a flash.GrrRrr!Well, that's been our experience, at least.
Anyway, dodge this.
