Dunno what the joke here is... it could be that Alpaca mistook the kanji for brew (淹) with the kanji for waterfall (滝), but they're presumably talking to each other, not reading each others' speech bubbles. But then again, this is a Batta comic...
I also tried searching if there's something behind that "tea brewed from high places is delicious" remark, but all I could find was that it's hard to brew tea at high altitudes, as the water boils below the temperature the tea leaves release their flavor.
