The top panel looks like this image,the Japanese fleet charging, the second panel shows the American, German, and French shipgirls gathering together to sortie.
The third panel in a typical "surrender monkey" WWII joke, shows the Italian shipgirls having dinner.
It's not the first time I've seen that joke, substitute the French relaxing in a cafe while the other armies are fighting.
