    For those translating but have no idea what kind of cards is she talking about, here's a bit of reference:

    yugioh.wikia.com/wiki/Cyber_Dragon
    yugioh.wikia.com/wiki/Power_Bond
    yugioh.wikia.com/wiki/Cyber_Twin_Dragon
    yugioh.wikia.com/wiki/Honest
    yugioh.wikia.com/wiki/Limiter_Removal
    yugioh.wikia.com/wiki/De-Fusion

    All I can understand is that she (I don't know who is she) is explaining to the other two how to OTK an opponent with the Cyber deck. Technically, Panel 3 shouldn't even happen; the duel is already over once an opponent's LP hits 0, and the rest is just unnecessary overkill.

    EDIT: Did it myself. God, translating duels hurts my eyes. I'm not all that familiar with the phrase "積み込み" so I could use some help polishing this.

    Also, the artist did the LP calculations wrong. Honest's effect lasts for only a single battle and doesn't last the entire Battle Phase.

    Game nonsense

    0. Start: 8000, opponent's monster's ATK: 1800
    1. First attack declared with Cyber Twin Dragon (5600 ATK)
    2. During Damage Step, Tomoko activates "Honest" (5600 --> 7400)
    3. Activates "Limiter Removal" (7400 --> 14800). (Yocchan LP: 8000 --> -5000)
    4. Cyber Twin Dragon's second ATK (now 13000; Honest was only for that one battle) (Yocchan's LP: -5000 --> -18000)

    This is all under the assumption that Tomoko did not *chain* Limiter Removal to Honest's effect, which would have drastically altered the calculations like so:

    3b. Chains "Limiter Removal" to "Honest" (5600 --> 11200 --> 13000) (Yocchan's LP: 8000 --> -3200)
    4b. Cyber Twin Dragon's second attack (now 11200) (Yocchan's LP: -3200 -> -14400)

    In mahjong it means "stacking the wall of tiles to one's advantage", so I'm assuming it's a reference to cheating or stacking the deck. Since Tomoko was already established in the main story as someone who cheats just to impress others with her "gaming skills", shenanigans are to be expected. Thanks for the translation!

    I don't watch Watamote, so I needed that bit of context to make that slight correction to consider the whole thing complete. Thanks for that. :)

    No problem!

    Just now I also noticed that the last speech bubble actually refers to something called 裏サイバー流 which must be some sort of alternative Cyber style. Searching for an English equivalent led me to terms like Cyberdark, Cyber Art Reverse (サイバー流裏) and Underworld Deck, so I'm not exactly sure which one fits better here.

    Nice catch, missed that little tidbit there. Yes, Cyberdark is a thing (and it was actually referred to as Cyber Art Reverse in the anime, but for localization purposes Cyberdark is equally valid).

    Honest's effect of increasing attack lasts until the end of turn.

    Oh. The game version got errata'd so much I didn't realize it's still vastly superior to the anime one. Well f me, that means the calculations are correct then.

    CYBER TWIN BURST!
    It's my turn! Draw! From my hand, I fuse my two "Cyber Dragons" with "Power Bond"!
    CYBER TWIN BURST!
    My Battle Phase still isn't over yet! From my hand, I activate "De-Fusion"! I Special Summon the material monsters, the two "Cyber Dragons"! These two will also attack! omitted: She has to return "Cyber Twin Dragon" back to the Extra Deck in order to Special Summon these two monsters from the Graveyard.
    Double Evolution Burst!
    Through this card's effect, the attack power of the fused "Cyber Twin Dragon" doubles!
    S-so what do you think, Ki-chan? This is the Cyber style's (rigged) OTK! OTK: "one turn kill," to defeat an opponent in a single turn from the starting amount of Life Points.
    During this turn, its ATK is now... 5600! Actually, the ATK increase from Power Bond's effect is permanent and doesn't expire after the turn it's used.
    And now! During the Damage Step, I send "Honest" to the Graveyard to activate its effect! My monster gains the ATK of the monster it's battling (1800)! Next, I activate the Quick-Play Spell, "Limiter Removal"! Its ATK further doubles! Cyber Twin Dragon can attack twice per Battle Phase!
    Yeah...
    I'll show you the Cyberdark style next time, ok?
