I'm pretty sure that all legendary heroes are already prepared since the popularity choice. Just skills and art could be altered until release.

That's what would make sense to me, at least.
Possibly. Although it does seem as if this isn't limited to legendary heroes - I don't think I've seen an official art with copyright 2018. Summer Y!Tiki for example was made in 2017, as was Pegasus!Nino.
Generally speaking, it seems to take them at least 6 months to get a character designed and out the door. Keep in mind that it took about 6-7 months to make the first batch of Brave heroes, and we're still waiting for the second batch even though Choose Your Legends took place back in January.
The same goes for how people were complaining for quite a while that every single seasonal was just rehashes of alts of the most famous Awakening and Fates over and over (even while there's still so many even first-gen characters from that game they still haven't implemented, not to mention nearly the whole second gen, not to mention having nothing from Thracia except Reinhardt and Olwen) for the whole first year - they didn't have the means to really regear themselves for anything else until Love Abounds, basically a year after launch since that's how long it takes them to actually listen to player feedback.
