You mean first dreadnought? Mikasa was older, launched in 1900 and Fusou in 1914. Well, if anything, Fusou would be oldest battleship the IJN had. Kongous are not counted since they were battle cruiser then.

Mikasa was decom'd in 1923, so he's right about Fusou being the oldest battleship in the base
