I don't remember if biri's Chiyoda was... off... but to tie her with this one, in his version she was formerly a JASDF fighter pilot as her backstory. That was the first thing I thought of when I was starting to read this page and I was crossing my fingers munmu-san was gonna follow something like that version. Then I got to the bottom and was kinda disappointed.

She's one of my favorite characters because I'm a 5-year TTK and she was a part of my fleet since week 1 or 2 and got me through a lot of maps, quests, and events. Such a shame that most doujin Chiyodas are so nasty, unpleasant, and annoyingly clingy. I guess that's just the default interpretation when they have a few in-game lines that sound a little too obsessive about one of their sisters. It happened to Yamashiro and Ooi too (coincidentally, also ships that were important to me early game), but unlike them Chiyoda isn't popular and doesn't tag along beside popular characters so I don't think she'll ever get the same opportunities to leave the Crazy Psycho Lesbian ghetto

Chiyoda was, and is, and will always be, my favourite light carrier. She's one of the few with voice lines that I can always listen to, and is my highest leveled light carrier as a result. It's just sad that her lines are interpreted like that. Unlike Ooi, though, I've always seen her lines as those of a younger sister who idolises her older sister and wants to show her best side and get praise, rather than Ooi's obsession and blatant lesbianism.

Ooi wasn't always a "Obsessive Lesbian" as you put it.
Ooi was at first portrayed as a overprotective tsundere then the anime happened and the script-writer started doing the mistake of listening to otaku (the bad kind) rather than fans and started portraying her as an "Obsessive Lesbian".
The artist Kouji's portrayal of her isn't too far off from her former canon self.

I'm sure you know this, but for everyone else: they actually went back and redid a few of game Ooi's lines to make her sound more clingy and obsessive to match anime Ooi.

Just making sure I'm understanding you correctly, are you saying they changed her lines for her starting model or are you talking about how she becomes more obsessed with Kitakami with each remodel?

Old Kai/Kai Ni intro was "It's Ooi, reborn as a torpedo cruiser! Long time no see!" vs. the current "I'm torpedo cruiser Ooi. By the way, I wonder where Kitakami-san is."

Kai MVP line was "Well, I was a practice ship for a long while. Guess I saved a lot of strength from then." then became "I'm the one? Aww, I'm loss for words♪ Eh, Kitakami-san...? Did Kitakami-san see that!? Did she!?"

And so on. Oh god, and there's her drugging the admiral in her hourly lines.

Oh? I've read almost all of kouji's stuff, at least of what's here on Danbooru. If that is so, then I stand corrected. And that's just a pity, she's a much more interesting character there.

She wasn't always "Obsessed and in love" with Kitakami.
Before the anime she more on the line of being overprotective of Kitakami (due to Kitakami's Personality) to "Blood Knight" levels wich was only tempered by being tsundere for the admiral.

Also wasn't it Kitakami who was obsessed with torpedoes?
She was at one point forsed to house and use torpedo-type kamikaze pilots (I think).

Unfortantly who ever is in charge of "Kantai Collection" is stupid enough to care more about short-term than long-term and as such tends to listen to (bad kind of) otaku rather than acual fans despite (bad kind of) otaku being as homicidle (both litterly and otherwise) as they are delusional.

Chiyoda's hourlies make it pretty clear she's tsundere for the admiral and protective of her sister. Maybe some of these comics turn her into another Ooi but most H-doujins anyway pretty much stick right to canon and then take it to the logical conclusion, e.g. "I'm not having sex with you because I l-like you or anything, I just need to take care of your sex drive so you don't lay hands on my sister!" Chiyoda has always been the most tolerable of the siscons for me, at one point she was one of my top 5 favorite shipgirls.
