Maybe. If I reject an image marked "sample" that isn't a sample as we define I will explicitly make a note of that...

On occasion I will flag an image for being a sample when I see no reason in uploading the original image -- in this case, this is a crop. I don't think there should be too many hard rules set in place though. When I was going through image_sample parent:any status:active there have been a few cases where I've flagged for both a sample + quality check, sometimes including the parent and other times not. post #1882133 is one of them.
