Why Tomahawk instead of Harpoon?

Harpoon doesn't have that radioactive-y kaboom to it like the Tomahawk.

There is also an anti-ship variant of the Tomahawk, though it's lacking the thermonuclear warhead and just uses the simpler conventional warhead.
