It's somehow of a grew area whether Rowlett will evolve or not, given he's constantly spitting it out and sucking it back in. It's not like touching one will prevent pokemons entirely from evolving, it's when they held it continuously.
But then again, there's a high chance precisely that's what going to happen. We're very close to the next mainline pokemon game (and the switch B) so we're nearing the end of SM series. There's probably just one or two evolution event left before we'd change to the next season.

Let's Go is still part of Gen 7, so no. The next gen is planned to release in 2019, on Switch. So Let's Go is sort of a teaser for it?
