Well Ancalagon is usually described as crushing mountains when he fell and this Godzilla is specifically the size of a mountain so this would be pretty accurate.

Uh no he was specifically killing everything to terra form the earth to his liking since there was no one to contest him anymore he proceeded to do just that.
The Hotua coexist via making sure they don't get his attention while they bid their time to allow Mothra to get strong enough to beat him eventually.
Objectively you can view it as Neutral but based on the story and setting hunting down humanity to damn near extinction just so you can rule the earth is pretty good example of evil.
