The flashback to this moment (leading up to Salter losing the kid) is starting to sound like an encounter with witches. Albeit, one where the kid's parents are still around and all.
I'm guessing that she's just asking if she can hold the baby, whom she presumably never saw in person before. Regardless of whether or not Jalter allows her to, it's safe to say that the first two panels is the origin of whatever her actual motive for "kidnapping"* said baby.
It's only "kidnapping" as far as we and the Ritsuka-Jalter-Salter trio know right now; who knows if it turns out that she actually did this to lure the couple in for a surprise party that she's holding in commemoration of a Jalter-and-Ritsuka-related anniversary that the two are apparently either ignorant about or haven't put much thought into before. (Hey, I never said that it would make perfect sense; Nasuverse characters, especially Servants, can have really weird logics.)
I feel like this is baby envy, put simply. I mean, servants in general can't normally have kids, correct?
to be honest no one actually said that they can't they can treat the process as a tantric ritual to recover energy or just treat it as purely intercourse cause I believe that its a choice that they can make and their bodies are simply just super strong and durable but still operates as per normal humans do unless there are some inhuman blood involved

The answer is a flat no. They need to incarnate in order to do that. That's because their bodies are inhuman, and are not flesh and blood.
