Seeing as she is English, that is not a peace sign. It is the hand signal to cordially request that the person you show it to goes forth and multiplies. The way to tell the difference is if the palm is facing inward or outward.

Judging by the facial expressions of Wales in panel 3 and Lusty in panel 4, they know full well who actually committed the crime...they just chose to pin it on Ark anyway.

Javelin accidentally eats Juno’s pudding(?) and runs for it instead of taking responsibility. Juno, accompanied by Prince of Wales and Illustrious, is distraught to find that her pudding has been eaten. Prince of Wales and Illustrious know that Javelin is responsible, having found one of her buttons at the scene of the crime. Instead of confronting Javelin about it, they decide to pin the blame on Ark Royal. Ark Royal is portrayed as being creepily obsessed with destroyers, of which Juno is one, in very perverted stalkerish ways. An in-game event has her blamed for stealing Cygnet’s clothes because it’s the behavior expected from her, although she was found to be innocent.
