    To be fair, there's a clear difference in risks for the people involved: a misunderstanding for her sister would at best get a small scolding, while a misunderstanding for the admiral would end up with the visiting of the MP-sans.

    I mean, this guy has the most care-free Naganami with an Houshou who want to push the admiral into the arms of said Naganami. He has (probably) an iron will, and since Yuugumo is new here, she has to practice her want-to-spoil attitude.
