I still prefer to not make the admiral a shadow. Just make it a very non focused character like in Fubuki ganbarimasu manga.

Because there will be some personality for the admiral, which can be used for general character development. You can also make character development for the admiral if you want.
For Kancolle, it actually better for make an admiral with personality because not like other game (like Im@s), it somewhat "accepted" there are possibility multiple admiral in the works and "non-canonly" accepted there are duplicate ship system.
And no, there will not be any air of mystery for someone which basically not exist. What they do in S1 basically make admiral position Invalid, they can even remake the anime without the admiral and just said the base is autonomus. Actually, it;s okay to keep it the admiral behind the shadow, at least make their action admirable (for me, think about shino_(ponjiyuusu) admiral in more serious work, which actually have some "sense" of command).
Personally, I just want the next "admiral" in the S2 to feel relatable to me, someone who actually play the game (which Fubuki Ganbarimasu nailed it a little).

Sounds boring, but that's the value. And Anime is after all a story telling, not a role playing kind of media. As astraympx took for example, just look at Idol M@ster. In game, you are the producer, you do everything for the girl. But in the Anime, it went to be the interaction of that one producer (be it Akabane-P or Take-P) helping the girls, who are the main focus, grow as characters. Like in Cinderella Girls, look at Shimamura Uzuki. She was so god damn plain with nothing but "I'll my best" and a radiant smile. If anything, she doesn't have a god damn talent as an idol. And she actually broke down as an idol. Take-P didn't do much either, just as if he's still a no face standing in for players. But you get to hear the thing that actually get Shimamura Uzuki up as an idol and as a character. Because you see that you are not the producer, you get to know why she grew from a third perspective. That's the value in it. Very mundane, yet very admirable.
Really though, just let that admiral has some credibility instead of the girls doing all the work and him acting as a setting to introduce more characters. The interaction will then have some value.
