I'm guessing some sipsip/suck-up tried to curry favor by throwing Reiji's base under a bus because of Hayase

Never heard it called sipsip before. Is that slang from an Asian language?

Pretty much that and of the Visayan/Bisaya region. We call those types here since there's oddly a few names to call these SOB's in english apart from "sycophant" which is a rather heavy word to diss such people.

Someone REALLY doesn't like Reiji or doesn't want people to know Hayase's still alive.

The main words I know of are "ass-kisser" and "brown-noser". There may be other, far more vulgar terms, but those are the ones I know.

...Be it land or sea, the top brass never changes it's almost sad.
Are we using six full days?
I considered it, but I can't risk letting the outside notice.
    So make it three days.
    ...You're right, I agree.
...Maybe, this would be the last time we have such a large-scale exercise.
    ...Yeah.
That's why I want to make it the funniest and most merciless one thus far.
Tell me about it... No objections. I'll do it.
Captain, don't overdo it and break things okay?
