The video is to be used as an omikuji fortune generator, (omikuji are the Shinto luck readings oftentimes associated with the New Year). To use it, simply halt the animation's progression and read the fortune provided on the frame you froze it on.
The author originally posted this at the provided source on January 4th of this year. Then, on January 5th, this tweet was posted by the author. The main body of the text reads:

This means "When you translate each message into English, they become like this! Feel free to use this for reference!"
