Not sure who Akashi is cosplaying, but I got the other two tagged. The only thing I can think of is Corpse Party for the white and blue with yellow ribbon.

Lucky Star was my first guess, but when I googled it all that came up was their red uniforms so I just wrote it off. Nice catch!

Yep! The other person is correct. It's blue (and with the yellow tie) because it's the Lucky Star summer uniform version.
