As much as that's a meme, it's not really reality. In To Catch a Predator, one of the things Chris Hanson kept marveling at was how easy it was to find pedophiles on places like AOL Instant Messenger chat rooms set up for pre-teens, and how it seemed so obvious, but that nobody else was doing anything unless he brought cameras there. The response was always that the FBI or local police just don't have the funding, manpower, or leadership focus to actually do the obvious. Child abuse is a crime those at the top just don't care about.
