Well, they look the same age because they are drawn by Quick Waipa trying to emulate as close to possible the current irodori art and character design style, besides that irodori did all the modelling and animation character designs on KF1, remember, animation character design and original character design are two different things.
But yeah, the characters on the TV version of Kemurikusa looks pretty young, somewhat like teens on high school, meanwhile the characters on the old short look like young adults, to the point that some people say that the original short version of Rin and Wakaba look like they were the parents of Rin and Wakaba on the TV version.
I'm not sure when, but the series title on pixiv changed to "Kemono Friends/Kemurikusa +i Episode Series". So it looks like Kemurikusa elements are there to stay.
