What exactly is the difference between the tags "minigirl" (this picture) and "chibi" (the last picture in the "disgusting adorable" pool). Is "minigirl" a subdivision of "chibi" (then tagging "chibi" and "1girl" would suffice) or is there more?

"Chibi" is for a character drawn in the "super-deformed" style.
"Minigirl" refers to a tiny girl.

From looking at the tag descriptions, I'd say minigirl requires the character to look disproportionately small compared to her surroundings (she could fit on the palm of your hand), while chibi is used for a character that is deformed to look cuter (usually bigger head, simpler and smaller body). Chibi doesn't require the character to be a mini-sized.

Example: The Kaga in this picture is a chibi since she's been deformed to look cuter, but she isn't a minigirl because the environment around her doesn't make her look disproportionately tiny, just the size of a small child.

The girl in this picture, however, isn't drawn in a chibi style, but she's very tiny, so she's a minigirl.

TL;DR minigirl is tiny size, while chibi is a cute style.

Also, I'd argue that most of taisa's works are chibi, but they haven't been tagged as such for some reason, I wonder why?

So this is "chibi" not "minigirl"! Retagging ...

No, it's both. Zui is clearly much, much smaller than the admiral.

    What about Moroyan's shipgirls?
Clearly they're minigirls judging by the size but are they also chibis?

    All minigirls are tiny.
    Not all chibigirls are chibi.
