This is the mysterious "Manga Meat", which I don't think is ever precisely defined. The closest thing you'll normally find to it is either a roasted lamb shank or a roasted pork shank. There are a lot of odd recipes that either call for pork, bacon, or ground pork to make food look like this cartoonish meat.

You can try one of those.

What I think it is meant to look like is a leg of meat with the skin still on.
