Just a pencil skirt / collared shirt (sailor) combo. It can look professional, but it can be hot fashion for the city too. With the collar drawing lines to the bosom and the hip-amplifying tightness of a pencil skirt, every curve on a girl pops in such an outfit. That may not be desirable for work.

Flight attendant is usually a double button coat, which does the opposite; draws lines to the abdomen and face.
