People who are only good hearted and competent don't usually survive in positions of power because even though their constituents might love them their rivals and colleagues will get rid of them real quick if they don't learn to play ball. Even if they get to the top of the ladder in their own nation they'll be stepped on by other world leaders who are more interested in gaming the system than serving their people.
