It's a fanmade attempt to bring Meiko in line with the rest of the VOCALOID 2 characters in terms of design. Drawn by Daigoman, the other Meiko (Sakine Meiko) is essentially a younger version of Meiko (16 vs. 20), though the program used is still the same, just set an octave higher than Meiko's 'default' voice.
