Ah, yes! I forgot to mention that they were most probably from the anime series! The thing is that I have troubles with their names since they were so many. :P
Now I'm having slightly second thoughts on who actually is on the picture. I forgot about one flashback witch, Izabel. And when I count the girls on the picture and witches, that appeared in series (excluding Octavia and Kriemhild for witches; and Madoka for this picture) one girl is missing here. So let's see, I'm mostly sure about these four (excluding Madoka, of course, this whole text will pretend as if Madoka was not on the picture): 1. Pink haired girl is Charlotte. Not only does her scarf give her off, but human Charlotte was often drawn with pink hair
until it was later revealed, that Nagisa, her human form, had actually white hair.
2. Taller girl with green hair is Gertrud. Similarly to Charlotte and pink hair, Gertrud is typically drawn with green hair. Also, she's got a rose in her hair.
3. Girl with long black twintails should probably be H.N. Elly, who typically is drawn with twintails.
4. Girl with blue hair and blue skirt is likely Walpurgis Night. Her skirt does look similar to a certain part of that Witch's body.
Then, there are two, who I'm not as much sure, but they could be who I think they are: 1. Girl in thighighs with long black hair might be Elsa Maria, although there's not much that really indicates, that it is her for sure. Like I said, I mostly assumed it should be her, because the picture should feature main series witches.
2. Girl with glasses might be Patricia. I assume that, because her witch form is basically a schoolgirl uniform with arms and legs, and since she's the only one wearing completely different uniform from the others...
So that leaves us with short green haired girl, and this is where I get confused: If I was correct about the image showing main series witches
whose real identities are (or were) unknown
and if I correctly identified the other six girls, it leaves me with one question: Is this Roberta or Izabel? I tried to find out by comparing her to both official art, but she doesn't quite resemble either. Looking up how their personifications are typically drawn also didn't help.
But for now, I'm leaving her tagged as Roberta. If somebody can prove, that it is Izabel (or anybody else for that matter), they can change the tag. Google-translated commentary suggested something about familiars, so she might actually also be a familiar (an odd one case, since the others are clearly witches), but which one, I honestly can't tell.

The little green-haired twintails girl is virtually the only one whose identity I can't quite place, since all your observations seem spot on. I hope someone might have a clue later on.
