I think it's from a chinese custom that in new year, the adults will give the children red envelopes w/c contains money, and in this picture Springfield wants to give G36 just that but she argues she is already an "adult" but then commander made her a "kid" so she would have no reason to decline Springfield's offer, but then she begun to collect envelopes from other "adults" but Kar, SAA, and Nagant doesn't have money to give(judging from why they are hiding and Nagant's coin purse being empty probably from giving the other kids money IDK) so they are hiding from her til the end of the event.

Well, this is clearly an otoshidama instead of the Chinese hongbao/"red envelope". White envelope bound with red cord, and the text all call it "otoshidama". Date of posting matches the Japanese New Year too instead of the Chinese Lunar one (that would be on 25 Jan 2020).
I'm not sure why the translation uses the Chinese term, other than maybe some weird inference from the fanartist and game developer's nationality?
