The shock collar isn't bad, only the misuse of it. Shock collars are very important training tools for any doggo that is going to be in serious situations such as hunters, LE, military, security, etc. They aren't for stuff like potty training or doing tricks, but things like knowing when to attack, when to stay put, what to avoid, etc. Its instilling the same kind of pain response we have developed over our lives, but applying it to situations dogs wouldn't be able to normally comprehend. There is no sure way to tell a dog what is dangerous, without the shock collar applying that pain so they correlate something or an action with harm to themselves.
Like lets say you got a perimeter with electric fence or concertina wire. You can't just let the pupper rekt himself on it as they could die or get permanently injured. Or chasing cars. It's mean, but it is tough love that avoids a worse situation. Of course, this is assuming competent hands from someone who has experience training dogs and not someone just randomly seeing if things work out.
I like the implication that in this case it's working in reverse - Given by the "translation" saying "WOOF WOOF", it's translating English into dog speak.
Or maybe she is talking in dog language and Nitori needs to work out a few quirks in her invention's design. Whichever works.
