They were shown together in Chapter 4, and Patriot mentions in the event that just ended that he has a daughter, it's a very safe assumption that he was referring to Frostnova. post #3848914 already touched on it.
Well, it got spoiler tagged. If we were to be consistent, it should apply retroactively to that post and others that explicitly state their relationship. However, I am also not sure if it is spoiler worthy. Well, I'll err on the side of caution for now.

That doesn't in any way stop Patriot from adopting her, no one ever said they were biological. It's confirmed in Frostnova's official profile that she was adopted by Patriot. He is her adoptive father.
