Having files about everyone is more like MfS (better known as StaSi).
Another thing: By putting everyone in the base on cold turkey Atlanta's creating an opening for De Ruyter to build a black market, like the prohibition did for the mafia.
Does Atlanta even have proof that all the Italian girls knew? Pola, the destroyers, and Luigi (sub) I can imagine being in on it, but Zara, G.G., and Luigi (CL) seem to be pretty straight shooters who wouldn’t be filled in because they might intervene.
Also, does this count as collective punishment, which is a violation of the Geneva Convention?
It seems far more prudent to reward the remaining Italian girls for staying, rather then punishing them for not stopping the schemes of those who fled. Especially since “scheming to escape for vacation” is the usual order of business for the Italian’s.

They might not have actively conspired, but considering how big the others went in order to hide their intentions and fool Atlanta, massive decoy ship and what not, it's obvious that the entire dorm had to have a general idea what was going down and chose to ignore things.
Sure, I suppose you could say that they didn't want to be snitches to their fellow country ships, but still, probably should have tried to stop things before they got out of hand.

GCIV Article 33 does not apply to allied combatants. Because they don't count as "protected persons", as defined under GCIV Article 4. Because they are well, combatants, because they aren't under custody (or living in an occupied zone), and because their respective nations are allied with presumably normal diplomatic relations.
The article is intended to protect civilians who got caught in a war zone (undeclared or otherwise) or are occupied by a foreign (and hostile to their country) power. As well as other non-combatants, and combatants who are rendered unable to fight (wounded, PoWs, etc.). Soldiers who get seconded to an allied army don't get these protections.

I agree that they share in some of the responsibility and should be punished, but I think their allotted punishment is overkill. I could see them being denied either wine or soccer or singing/dancing... but to be denied all three for a month? That is extremely harsh, especially since it seems they chose to remain neutral in the whole affair. Suppose they had decided to try to stop their May-Blues fleetmates... they'd be going against the three most powerful Pasta ships: two battleships and a carrier. They may have been afraid to try to confront or snitch on them.
The fact that things got so out of hand so quickly when Bismark left the scene shows how necessary her and Atlanta's strict military discipline are. But at the same time, I can't see the other ships in the dorm putting up with such harsh discipline for very long; they are likely to collectively revolt. I think a more compromising dorm manager needs to be found. One that can more effectively balance discipline with the hair-brained craziness that is the norm for this dorm. Perhaps Bismark and Atlanta could be the rule enforcers for said manager, whoever she turns out to be. I'm not sure who would be best suited for the job (Warspite maybe?).
I just know the dorm manager should not, under any circumstances, be Gotland. She is very dangerous (on par with a Bond villain) with her hypnotizing abilities and ego-maniacal tendencies (post #3451402). It is very likely that the Zuiunism cult was created entirely by her (post #3485811), seeing how easily she was able to turn off the brainwashing in Richilieu and Teste (post #3893836).

Actually, from what we've seen of Bismarck, she had never resorted to harsh punitive measures the way Atlanta does it, so perhaps our dear German battleship is the kind of dorm manager that deals with this place best. Hell, for all the trouble the other shipgirls cause, they are very quick to rely on her, which implies considerable trust in her abilities.

That is a good point. Perhaps the grass is greener on the German side of the hill. At the least, Atlanta's punishments are much longer in duration than Bismarck's; Iowa was denied bacon for 3 days, not a whole month (post #3589794). But will Bismarck be willing to resume such an abused post? Maybe she and Atlanta could share the duties; I get the feeling they would get along. Atlanta respects military discipline, and her AA skills could keep Ark's pesky Swordfish at bay. ^u^

At the same time...Biscuit cracked for a reason. She was kind of getting overwhelmed and stepped on in many ways.

Makes me wonder how Atlanta plans to enforce the ‘No singing/dancing part.’ Actually, I’m wondering how Atlanta plans to enforce all of these punishments on all these girls.
She ain’t omnipotent and omnipresent.
Atlanta's strict military discipline
I’ll reiterate my “Atlanta walked into Iowa’s (who in all likelihood is the ranking US Navy officer on Ido-base) quarter’s and threatened to start selling her CO’s personal effects.(And yes, even though they are stationed on a Japanese base they are still beholden to the US Navies chain of command.)

You're making a lot of assumptions there about what rank each ship has. Given WW2's outcome, the admirals and leaders should be the heavy fleet carriers, if weight = rank. Yet Sara wasn't apparently in charge.
Plus if the Admiral cuts in line for ice cream, while he may theoretically be within his rights to do so, he's not supposed to exercise that authority outside the battlefield.
And in the dorms, Bisko was apparently the Duty Officer. In any situation on the base involving base affairs, the officer on duty is God.

It seems to me that the KanColle canon in regards to rank, which Ido-sensei seems to follow, is that the Fleet Girls are rankless and equal. Anyone of them can serve as a fleet flagship or as the Admiral's secretary ship (the deputy commander), all at the discretion of the Admiral. This is, of course, a necessary mechanic of the game where the player has absolute control of everything. Players would complain if they couldn't make their favorite destroyer or submarine waifu a fleet flagship or secretary.
If we go by historical precedents of who served as flagships, then heavy cruisers (like Houston, San Francisco, Indianapolis) served as flagships just as often as battleships and carriers, so absolute size and firepower aren't necessarily the deciding factor of which ship would be flagship. Capitol ships were more likely to serve as flagships because they had the necessary communication equipment and extra space required by the admiral and their staff. I'm sure admirals had some discretion to choose which ship carried their flag. For instance, Admiral Chester Nimitz took command of the Pacific Fleet at Pearl by flying his flag on the submarine USS Grayling. (As an aside, are they ever going to introduce US subs to the KanColle universe? If they ever implement Shinano, they would be remiss not to bring in her sinker, USS Archerfish. Then there is Cavalla, who sank Shoukaku, and other greats like Tang and Wahoo...)
Atlanta herself served as a flagship, under RADM Norman Scott, for a flotilla of destroyers during her final actions at the Naval Battle of Guadalcanal, so there is a historical precedent for her to be in a command position.

And there are no Russian submarines in KanColle too!
I come back here and I see a wall of text of history debate. Sasuga Danbooru.
My God!Getting Littorio's gang back first has to take priority. There might indeed be some ulterior motive behind Got's all-too-convenient appearance when I was in a pinch yesterday, but...I'm at an impasse...My goodness...That you knew all about Littorio's May Blues plan and didn't lift a finger to stop any of her lot cannot be overlooked. As you share joint responsibility,
no wine, no soccer and no singing and/or dancing for 30 days.Looks like this is the right material for the situation. No way?!!However, it seems that the other Italians don't actually know where they were heading... a shame.Shall I make another plea bargain...?As it turns out, having only 2 hours of gaming a day just doesn't cut it... not one bit... I'd like to be approved for 3 hours...Even a list of where they might run to and hunker down!Amazing... she planned out how the Italian ships might escape, complete with countermeasures for the same!Aren't we getting well into stalker territory there...?Bismarck... she's terrifying...!It seems that she researched everything about the Italian ships, from their daily movements all the way to their three sizes. She's really taken a turn to the worse......no, but, I've got no choice right now but to rely on her...Manager's officeIs there something... bothering you...?The next dayPola! Stay with us!!Ah...
Atlanta...!
