for reference, the paper Rinnosuke has gotten his hands upon seems to be the one from a manga from 1973 called "Kyofu Shinbun", which was then later adapted into the 2004 movie "Yogen" (which is distributed translated in the US under the name "Premonition")
basically, the newspaper always foretells the gruesome death of someone (or multiple people at once) in the near future, then switches to showing more deaths, etc etc. anyone trying to prevent one of the predictions then becomes doomed to death themselves (apparently by turning slowly turning into toner, or at least thats what I got out of it).
given the presumably low population of Gensokyo, the paper could likely take out its entire population in a short time
