If you're going on the relationship, it could be anyone. If you're going on Itoshiki's side of the relationship, it's probably Fuura because eh doesn't afraid of her. More importantly, take a closer look at where her hair parts and that clip on the table next to her. More evidence for Fuura. She's also the only character to have her wrists bandaged aside from the obvious other choice, who's hair is too long for this pic.
