The Dominican Republic. A Caribbean nation that shares the island of Hispaniola with Haiti to the west. Which means Luz and her mother are Americans of Dominican descent.

Also Anne is revealed to be from California since a flashback from the show reveals she grew up there and her Mom forbid her to try local genuine Thai food since her "California stomach" couldn't handle it.

No. Later seasons of Amphibia and The Owl House reveals that Anne, Marcy and Sasha are indeed from California and Anne and the Plantar family ends up in LA, in the 2nd season finale. and Luz is actually from Michigan.
