I can't really imagine Gura being a tease like a normal gyaru.
Gura is nothing if not a little troublemaker when it comes to her collabe though. The only thing is, Amelia tend to one up her in the teasing so it balances it out and when she’s playing alone, her attempts are usually backfired from instant karma and chat bullying.

It does have implications outside of fashion. Think "valley girl" in American English (or "goth", "punk", "scene", "jock", and so on), they have fashions associated with them, but also stereotypical mannerisms, attitudes, etc. Those won't always hold for any one individual that associates themselves with a label obviously, but it's kind of baked into the meaning.
