Just because they're wearing glasses and it's in quarters, doesn't mean it's linked to Persona 4. I checked the Pixiv page and can't see any reference to Persona at all, either in the tags or in the artist's description. He hasn't even done any Persona fan art at all, which would be at least an indication that he's a fan.

This seems to be a just a rearranged, "megane remix" version of post #424136.
