What? She is an AoE caster. She's Lava. And her actual max cost is 32, because she's a welfare unit, same cost as pot6 Ifrit and Mostima. Vulcan and Mudrock are still the most expensive ops in the game, at 35(33) and 36(34) cost respectively. Mudrock is at least worth it, though.
