well, since Graf arrived later than Commandant, chances are Uzuki don't know what the book is about. all she knew is other shipgirl reaction after reading such book (probably blushing, yelling and the like, something that is quite fun to watch from distance), and thus intend to play prank on Commandant without any knowledge what is about to unfold.

Well... that's one way of turning a girl into a woman.... and right in front of Graf too.

Uzuki reminds me of my time as biology teacher. I had to teach sex ed in the 6th grade for my first time. The kids (12 - 13 y.o.) did what Uzuki does and used a combination of electrostatic and lubricant to attach the balloons to the ceiling.

For once, Uzuki thought what she did as what she did. Color me surprised.

That's actually a very good way of explaining the birds and the bees without using human anatomy.
