The image you link is referencing the fact that Luka is CV03 for Vocaloid 2. So yes, Luka can be and is thought of as the third Vocaloid release of the current series. You ever notice that "03" on her shoulder? And you're still horribly wrong about her being fan made. And welcome to Japanese, the R/L swapping is hardly new.

And just to be a jackass, about "Ruka", I think you need to spend a little more time around Japan.
Her name is "巡音ルカ" The last part being "ルカ" which would translate over to "Ruka". R -> L is just transliteration for English speakers. Haven't you ever noticed how Japanese pronounce Ls as Rs?
